Lost items because of server shutdown

Earlier this morning, i lost ALOT of stuff due to a shutdown while i was at bandos. After the first happened and it came back up i just died and ran back for my stuff, but before i could get to the portal, the server shut down again. Can I have a refund?
I lost:

Bandos tassets
Torag's platebody
Torag's platelegs

The rest is stuff i can get from stores.

This occurs a lot, because of the server restarter.
Sometimes the server re starters a bit slow and you cant log in.
This happen to me like three times, ags saw me through each time.
