What I did was bargain with Angel and AGS on my reward 1 and 2. Instead of getting reward 1, I got 3k Magic Logs, and instead of getting my reward 2, I got 3k Rune ore and 1k Totrsol and 1k Vials of Water.

THE main reason why the shops are like that, with moving shop keepers and multiple clicks is to stop people from auto buying. I know for sure that if the skilling guy stood still and sold just Herblore stuff I would have auto-bought a lot of things.

It also just makes things more interesting and take more time... More fun I guess.
